It is intended for use not only by the mariner but also by all those involved in industries and services connected with shipping, and contains advice on terminology, packaging, labeling, placarding, markings, stowage, segregation, handling, and emergency response action.

Ammendment 40-20 includes revisions to various sections of the Code and to transport requirements for specificsubstances. It is mandatory as from June 1, 2020 but may be applied by Administrations in whole or in part on a voluntary basis from January 1, 2021
